五代后唐时期，河南太守张全义勤劳节俭，善于领导军队安抚百姓，经常鼓励农民发展生产，军粮充足，与另一守将李罕之相得甚欢。李罕之贪污成性，经常向张全义要钱要粮，李罕之忍无可忍，最后出兵消灭了李罕之全军。
