清朝时期，官场十分腐败，只要有钱就可以捐官。京城的都老爷给皇上上奏折要求整顿吏治。湖南巡抚接到皇上的指令，立即组织手下的文武百官进行考试，并声言对请人代考的人斩立决，当场抓了他二少爷的枪手，此事就只好虎头蛇尾了。
