防民之口，甚于防川的成语故事

西周时期，周厉王特别残暴，劭公劝告周厉王不要太过分，周厉王于是派人到路上去监视百姓的言行，使得人们只能道路以目。劭公叹息道，防民之口，甚于防川的做法太过分，是行不通的。没过多久，愤怒的人们起来将周厉王赶下台。
