鲍叔牙把管仲推荐给齐桓公，齐桓公向管仲询问改革政治、复兴国家的方略大计，管仲回答说：“开辟土地，扩大城镇，发展生产，尽地之利，我不如宁敕，请派他做主管经济的大官；升降适度，矢令恰当，进退得体，礼仪娴熟，我不如隰朋，请派他做主管外交的大官；早入晚出，不惜个人生命，不计较个人宝贵，冒犯进谏，我不如东郭牙，请派他做主管监察的大官；行军整肃，战斗英勇，战鼓一响，使全军顽强挺进，视死如归，我不如王子城父，请派他做大司马；断案英明，不杀不该杀的人，不冤枉无罪之人，我不如弦章，请派他做主管司法的大官。您假若只想治国强兵有这五个人就足够了；如果您想成为诸侯的霸主，那么，有我管仲在这里就行了。”齐听后非常高兴。对管仲言听计从，最终完成了霸业。
